Intel Federal Program Manager
Job Description
This organization is on the forefront of Intel's strategic initiatives with the US Federal Government. The Intel Federal Program Management Office (PMO) is a team of program managers and project controls analysts who lead a variety of exciting programs that bring Intel technology to meet the mission needs of the government agencies.
This Program Manager position will report to the Intel Federal Program Management Office. Intel Federal LLC is a wholly owned Intel subsidiary that manages contracts with the US Government (USG) in support of various Intel business units.
In this role, the ideal program manager will:
- Directly facilitate engagements with external government customers regarding complex programs that could be tied to research, development, production and validation of variety of initiatives such as custom silicon solutions or foundry semiconductor manufacturing.
- Work in partnership with business unit engineering organizations to plan and manage technical programs/projects to meet specific government contractual objectives and goals.
- Set direction, plan and manage programs by balancing government customer expectations, technical need, business impact of decisions within the bounds of government contracts and Intel Federal guardrails. These programs may be large in scope, impact and complexity with extensive cross organizational dependencies.
- Be a key interface and manage interdependencies and integration among multiple projects, teams, and stakeholders.
- Influence business unit or cross-organizational strategies relevant to program goals, providing solutions to a wide-range of problems.
- Define a plan to meet objectives, communicate expectations to team members, manage project budget, schedules, risk management, and change control processes.
- Ensures that quality standards and budget constraints are met.
- Require knowledge of business practices and procedures in order to perform non-repetitive, analytical work.
- Partner with compliance, legal, export control and finance organizations.
- May support business development activities by assisting in the program management input for bid and proposal processes.
The ideal candidate will have the following skills in addition to the minimum qualifications listed below:
- Excellent communication skills necessary to lead at all levels of the organization.
- Excellent analytical skills.
- Tolerance for and experience working in ambiguous situations.
- Experience facilitating change control/management processes at scale, tracking, communicating the status and disposition of change control requests. Nature of the changes could be driven for various domains (i.e. contractual changes, business changes, technical or engineering changes).
Qualifications
Minimum Qualifications:
- Bachelor degree in Business Administration, Program or Project Management, or in a STEM related field of study.
- 6+ years of experience in Technical Project Management. (in disciplines i.e. hardware, software, or semiconductor manufacturing).
- 4+ years of experience managing project costs, schedule, risk management, and change control processes.
- Active US Government TS Security Clearance with the ability to obtain and maintain SCI access.
- US Citizenship required.
Preferred Qualifications:
- Active US Government TS/SCI Security Clearance.
- Post graduate degree in Business Administration (MBA), Program or Project Management, or in a STEM related field of study.
- Experience with hardware or software product development, product marketing, or semiconductor manufacturing.
- Experience with US Government (USG) funded contracts, USG regulations (FAR, CAS regulations) governing such contracts.
- Experience managing effective external customer relationships.
- Experience working with teams that are writing responses to Requests for Proposals (RFPs). with the US Government.
- PMI PMP and/or Six Sigma certifications.
