Export Controls and Sanctions Manager - China
Job Description
The Export Control and Sanctions Manager for Mainland China and Hong Kong is responsible for ensuring compliance with all applicable export control and sanctions regulations within the Mainland China and Hong Kong, while maximizing the opportunity for growth and customer engagement for Intel. This role involves monitoring, interpreting, and implementing regulatory requirements to mitigate risks associated with Mainland China export control and HKTID activities and sanctions. The Manager will work closely with various departments to develop and maintain Mainland China and Hong Kong export compliance programs, including preparation and submission of documentation, obtaining requisite licenses/registrations, and maintaining statutory records. will also work closely with regional export and sanctions teams to develop global policy and procedures and engage with local government agencies and be an active member of related government advisory committees.
To be successful in this role, you will be a Trade Compliance professional with experience developing and maintaining export control compliance programs and interfacing with Mainland China and Hong Kong government agencies, such as China's Ministry of Commerce (MOFCOM) and HKTID. The successful candidate will bring excellent technical acumen in HK and Mainland China trade compliance and regulations, influential people skills, a strong government network, commitment to cross-collaboration, and customer focus to enable strategic business solutions.
Responsibilities
Oversee adherence to all relevant export control laws and sanctions regulations across Hong Kong and Mainland China.
Conduct regular research and analysis, monitor, and interpret developments in HK and Mainland China's export control laws, regulations, and sanctions policies; and ensure company policies and procedures comply with these regulations.
Determine the accurate export control classification according to the export control requirements.
Conduct comprehensive customer due diligence for customers , assessing ownership structures and verifying end use and end user details to ensure compliance with export control regulations.
Assess the company's products, services, and transactions to determine potential export control and sanctions implications. Develop and implement appropriate compliance strategies, including Internal Compliance Programs (ICP), etc.
Collaborate with cross-functional teams, including legal, sales, and supply chain, to ensure compliance throughout the organization.
Develop and deliver training programs and guidance for employees on export control and sanctions compliance. Ensure all relevant stakeholders are aware of their responsibilities.
Prepare and submit required export license applications and other compliance documentation. Monitor the status of applications and follow up, as necessary.
Maintain accurate records of all export control and sanctions-related activities. Ensure documentation is up-to-date and readily accessible.
Conduct risk assessments related to export control and sanctions, self-testing, and investigations to identify compliance gaps and recommend corrective actions and mitigation plans.
Act as a liaison with regulatory authorities and external auditors. Respond to inquiries and provide necessary documentation.
Provide guidance and support to various authorities on export control and sanctions issues. Assist in the development of compliance strategies and policies.
Investigate and report any incidents of non-compliance. Implement corrective actions and preventive measures.
Qualifications
Required Skills:
Bachelor's degree in international Trade, Law,or a related field. Advanced degree preferred.
Minimum of 5 years of experience in export control and sanctions , AFSL (Anti Foreign Sanction Law) and Trade compliance within a multinational organization, with specific expertise in Mainland China and HK regulations.
In-depth knowledge of HK and Mainland China's export control laws and sanctions regulations.
Background in Semiconductor industry or technology sector.
Knowledge of US Export Administration Regulations , EAR , and OFAC .
Influential interpersonal and communication skills with demonstrated experience influencing senior management, government officials, and industry peers.
Excellent time management
Ability to work independently and as part of a team.
Detail - oriented with strong analytical skills to handle complex regulatory environment and business requirements
Proficiency in English and Mandarin
Relevant certifications in export control and trade compliance are a plus.
