Intel Federal LLC is a wholly owned subsidiary of Intel Corporation responsible for managing Intel's business with the US Federal Government. We collaborate with sales and marketing, government affairs, and Intel business units (BUs) to develop and execute programs for US Government (USG) agencies. Intel Federal works with and across the defense industrial base (DIB) and systems integrator (SI) ecosystem to deliver mission solutions to USG customers.
Intel Federal Mission: Drive rapid, sustained, profitable growth of Intel's business in the Federal markets in partnership with product, research, and foundry teams while maintaining compliant execution of programs. Our objective is to establish Intel as the national champion for semiconductors.
The Federal Capture Manager will create and execute capture strategies aimed at securing government contracts, grants and research programs with various federal agencies aligned with Intel Federal’s mission. The Capture Manager will provide leadership, critical thought, and a customer-focused mindset to winning business opportunities, as well as collaborate with an external ecosystem such as the Defense Industrial Base (DIB), system integrators, and others key to achieving business and financial goals. You will also work with other key stakeholders to develop winning strategies and solutions as well as lead the bid and proposal process. The position reports to the Director of Federal Capture Management and is an Individual Contributor role.
Specific duties include:
Develop and executing winning capture strategies that maximize Intel's probability of win.
Ensure alignment of each opportunity with Intel's corporate and Federal strategies while developing and communicating a strong value proposition.
Work with Business Development and technical leadership to understand customer needs and translate them to action for an internal team in pursuit of new business opportunities.
Lead a matrixed team of functional, technical and support specialists to execute bid and proposals.
Interface with numerous internal groups to communicate requirements, plan resources, and develop priorities to ensure cohesive program bid and proposal.
The role requires an ability to lead and influence in a matrixed environment. The ideal candidate must be capable of creating a vision with imperfect information, identifying a goal and setting direction to achieve it. This is a cross-functional role which requires extensive capture expertise, winning response preparation experience, organizational acumen and stakeholder management skills. Candidates must have the ability to build the relevant technical expertise to confidently engage and communicate complex organizational and business concepts internally and externally. Experience working within the US Government contracting ecosystem is critical.
Qualifications
United States citizenship required. Minimum qualifications are required to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.
Minimum Qualifications:
Bachelor's degree in a technical or business fields (MBA, engineering, math, science) or related field.
Minimum 9+ years of experience in roles executing federal capture management, business development, sales, or related roles.
Experience in federal procurement processes, regulations (e.g. FAR/DFARS), and contracting vehicles.
Experience in leading medium and large-scale capture efforts and winning contracts in US Public Sector markets.
Experience with Shipley Business Development Lifecycle.
Experience in multiple areas of capture management, including but not limited to assessing win probability, value opportunity targets, strategy, planning, building winning teams, solutions and pricing to win.
Ability to obtain and maintain a US Government Security Clearance.
Preferred Qualifications
Experience with Intel technology, products and or capabilities.
Experience pursuing and winning opportunities in the research & development domain.
Experience driving government program capture internationally.
Active US Government Security Clearance with a minimum of Secret level.

Working Model
