Background on Intel Federal (IFL) and Intel Government Technologies (IGT):
Intel Federal LLC (IFL) d.b.a Intel Government Technologies (IGT) is a wholly owned subsidiary of Intel Corporation responsible for managing Intel's business and regulatory compliance with Governments worldwide. Intel Government Technologies (IGT) is the expanded activity that represents a profit-and-loss center at the Intel Corporate level that uniquely ensures compliance and regulatory aspects for IFL, including the generation of market specific products, focused RND activities, and deep engagements with sponsoring Government partners. IGT develops and executes programs of mutual benefit to Government Sponsors, market Customers, and Intel's long-term strategic objectives.

In IGT, we collaborate across all of Intel: Sales and Marketing, Government Affairs, Intel Product Business Units (client, datacenter, networking, edge, FPGAs), Intel Foundry (silicon, packaging, materials), as well as the RND, Communications, Legal, and Strategy teams at the corporate level.
Intel Government Technologies has multiple groups, this job posting specifically focuses on the advanced RND portion. The RND team has only one goal - to be the premiere microelectronics RND partner for all US and Allied Governments driving customer mission successes aligned to Intel objectives.

This job posting is to recruit exceptional talent into a technical leadership position in one of the most unique roles to exist within the microelectronics industry. The successful candidate for this position will develop and execute a complex strategy working across the RND interests of government agencies (domestic and allied) and Intel Corporation. They will be the most advanced in state-of-the-art RND across the entire ecosystem focused on solving agency challenges in an optimum way, at any scale, and any point in time. Solutions will be developed in partnership with customers who build system solutions to meet cross-domain Government challenges spanning all areas from healthcare to defense, and AI platforms to world-class security.

Specific Job Description:
This role will have significant responsibility for a core IGT/Intel research focus area. This position is recruiting for one of several RND Strategic Pillar Leads to represent a specific pillar, spanning focus areas including, but not limited to, AI and HPC, Edge and Sensing, Security, Foundry (silicon, materials, packaging, etc.), and Novel Computing (quantum, MEMS, analog, etc.). These Pillar Leads will be chartered with connecting Intel's technology know-how and leadership with the unique needs of the Government. This role will drive new and sustained project growth across Intel's RND operations, while engaging with Products, Foundry, and Strategy teams when needed.

As a successful applicant, and on a continuous basis, this job expects you to simultaneously execute across multiple roles:

  • Working across all of Intel Corporation's activities, determine the strategic imperatives for external RND engagement in your pillar focus area based on product roadmaps, current RND activities, and gaps in technology to realize superior solutions
  • Engaging across all our targeted Government Sponsored activities, determine the strategic imperatives for their future platform requirements in your pillar focus area based on their anticipated future challenges, profiles, and concerns
  • Supporting efforts to attract and realize funding for aligned technology RND where there is a strong overlap between Government Sponsor strategic goals and Intel's strategic RND objectives in your pillar area
  • Establishing and retaining consistent approaches and methodologies to engage, evaluate, and define the value of Government opportunities based on technical, financial, and strategic factors
  • Enabling novel and creative use of Intel's Foundry services to meet Government mission needs
  • Deploying strategies/processes to increase effectiveness and efficiency across IGT, Intel, and our Government Sponsor agencies
  • Developing opportunities to increase Intel technology adoption and transition to Government use-cases, where logical and in the best interests of all parties
  • Sharing developments and learnings continuously with your RND team peers and, as needed, the broader Intel organization
  • Mentoring, coaching, and encouraging the next generation of technologists, Principal Investigators (PI), and engineers advancing RND initiatives and programs
  • Monitoring all active programs at Intel in your RND pillar area to ensure their successful execution and conclusion

Recognized and measurable technical excellence in both state-of-the-art and historical RND spanning hardware and software, focused in at least one of the following technical pillars:

  • AI and HPC
  • Edge and Sensing
  • Security
  • Foundry (silicon, materials, packaging, etc.)
  • Novel computing (quantum, MEMS, analog, etc.)
  • Oversight and/or direct management of programs related to timelines, costs, engineering assignments, workforce requirements, and/or regular reporting of results that were in the USD25-250M program budget range spanning 2-6 years
  • Risk and mitigation assessments and profiling
  • Background (BIP) and Foreground IP (FIP) generation, management, and valuation
  • Must be someone with a track record of driving results, doing things quickly and efficiently
  • Extremely strong written and verbal communication skills that can be demonstrated, including executive presentations, deep technical presentations, crafting proposals, whiteboarding to multiple audiences, public talks, and conference/panel presentations or invited talks
  • Ability to work across boundaries to present a unified voice and vision of your technical area with partner organization support and endorsement


In addition to the focus on driving adoption and growth of Intel's technology pipeline to meet Government needs, you will partner with other technical teams across Intel and the Government to drive and maintain a comprehensive view of technical interests. This will include:

  • Partnering with the Office of the CTO (OCTO) to improve the corporate technology alignment and maximize long-term positioning for future adoption and growth across all relevant Intel and Government technologies.
  • Facilitating the transition of technology from RND into future product roadmaps across Intel, and/or spinning technology out to third parties or new startups through licensing or actual transfer of employees and/or IP.
  • Supporting the engineering and technical workforce in the identification, valuation, and execution of relevant aligned work.
  • Influencing external and internal technology decisions to improve the potential for Intel technology adoption into Government systems, current and future.
  • Partnering closely across relevant technology teams within Intel to maintain a technological view of current, near-term, and future technology needs and opportunities.
  • Supporting the development and maintenance of a multi-year optimization strategy spanning all of Intel's technology interests, specifically for Government use-cases.


This person will engage and support other technical leaders within IGT, the related Sales organization, as well as Global Government Affairs to preposition and help ensure an aligned approach between technology and funding sources. Responsibilities include:

  • Supporting and guiding Government Affairs lobbying efforts
  • Supporting Sales' collateral development and 'option engineering'
  • Helping to balance and allocate engineering expertise and resources to maximize benefit to Intel and the Government Sponsors
  • This role requires a collaborative leadership and influencing approach. The ideal candidate must be capable of influencing a broad set of internal and external stakeholders across all levels from deeply technical individual contributors to senior executives, both within Intel and the Government.
  • This is a highly cross-functional role which requires extensive technical breadth, creativity, and curiosity as well as the ability to understand and appreciate business environments and constraints. A keen Government Sponsor-first mindset to deliver for Intel and the Government is required. A strong desire to work in and collaboratively maintain a strongly positive workforce environment and culture is essential to success.
  • Candidates must have experience driving cross-organizational projects and strategies, excellent written and oral communications skills, and a good understanding of Intel's technology or of the Government's technology needs, with a keen and rapid interest in learning the other. Experience working within the Government ecosystem is critical.

This job has travel expectations. You will be expected to travel domestically and internationally to Government Sponsor locations as well as to visit Customers and Partners. It is not uncommon for this travel to be required on very short notice.

Qualifications


We are seeking very strong technical candidates with clear systems level thinking.

  • The candidate must have a recognized degree in Electrical Engineering, Computer Engineering, Computer Science, or a closely related field that developed that knowledge (and can be tested) which meets one of the following requirements for experience:
  • Bachelor's degree and 15+ years of relevant experience
  • Master's Degree and 12+ years of relevant experience
  • PhD and 10+ years of relevant experience
  • US Citizenship required.
  • Ability to obtain and maintain a US Government Security Clearance.
  • 6+ years-experience consistently interfacing with external organizations in commercial or government sectors across levels of technical communication and management engagement
  • 4+ years of senior Technical or Managerial leadership including owning the architectural definition and development of RND platforms for complex solutions at any scale, including:
  • 10+ years-experience with simulation, emulation, and analytical methodologies
  • 5+ years of mentoring, career coaching, and leadership function demonstrated skills

    Preferred Qualifications:

    • Active US Government Security Clearance, with a minimum of Secret level.
    • Experience engagement with Government Sponsors (USG, FVEY, NATO, strategic allies)
    • Experience with various Government agency contracting methods (CPFF, FFP, T and M, IDIQ, CRADA, OTA, etc.) as well as terms, challenges, and negotiations
    • Experience and knowledge related to EAR, ITAR, and other regulatory requirements
    • Experience with the operations of capture, proposal, submit, and other stages of RND program and technology development with external Sponsors and Partners

    Annual Salary Range for jobs which could be performed in the US $214,730.00-$303,140.00
    *Salary range dependent on a number of factors including location and experience


    Working Model


    This role is available as a fully home-based and generally would require you to attend Intel sites only occasionally based on business need.
