Job Description
Intel Federal LLC is a wholly owned subsidiary of Intel Corporation responsible for managing Intel's business with the US Federal Government. We collaborate with sales and marketing, government affairs, and Intel business units (BUs) to develop and execute programs for US Government (USG) agencies. Intel Federal works with and across the defense industrial base (DIB) and systems integrator (SI) ecosystem to deliver mission solutions to USG customers.
Intel Federal's Mission: Drive rapid, sustained, profitable growth of Intel's business in the Federal markets in partnership with product, research, and foundry teams while maintaining compliant execution of programs. Our objective is to establish Intel as the national champion for semiconductors.
The Federal Proposal Manager role is an individual contributor role providing strategic proposal leadership and support in line with Intel Federal’s mission. This position requires organization, collaboration, initiative, attention to detail, ability to learn technical concepts quickly, ability to manage stakeholder relationships, and well-developed communication skills. This is an ideal position for an individual who is passionate about Intel’s technology and a bias for action to win new business with US Government customers. In this role you will gain exposure to and work with technical leaders across a breadth of Intel’s technology and work in a collaborative environment.
The Proposal Manager will lead management and execution of Request for Proposal (RFP), Broad Agency Announcement (BAA), and other solicitation responses, with responsibility for Intel meeting the customer requirements and guidelines. This is a highly cross-functional role which requires proposal management experience, leadership, and excellent written and oral communication skills.
Responsibilities:
Work as a key member of the Capture Team to evaluate bid opportunities and lead the process of preparing and submitting successful, winning proposals. Participate in strategy sessions for assigned proposals to develop win themes and other strategic approaches to developing a winning proposal.
Develop and execute to a Proposal Management Plan with clear roles and responsibilities. Create and monitor proposal schedule, anticipating and clearing roadblocks and barriers to ensure contributors are on track with requirements and deadlines.
Ensure proposals are properly scoped, assist with proposal writing and editing, collaborate with Subject Matter Experts (SMEs), Technology Managers and Engineering as well as coordinate inputs from stakeholders such as Contracts, Program Management, and Compliance.
Manage completion of technical volumes, cost volumes, and other required proposal documentation. In some cases, this may include leading preparation for oral presentations as part of a response.
Build an RFP requirements matrix and manage responses to requirements, including leading resolution of conflicts.
Communicate to a broad audience of stakeholders, including executives, on proposal planning and development progress and escalations as needed.
Create mockups, storyboards, and/or proposal framework for authors to follow when developing proposal content.
Establish proposal development tools and templates including past performance, resumes and corporate fact sheets.
Continuously improve Intel Federal’s proposal generation process to improve outcome, efficiency and quality. As needed, conduct post-proposal retrospectives including USG customer feedback to spark continuous improvement and new ideas.

Qualifications
United States citizenship required. Minimum qualifications are required to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.
Minimum Qualifications
Bachelor's degree in a technical or business fields or related field.
Minimum 6+ years of experience in roles executing federal proposal management, capture management, technical writing, or related roles.
Experience in federal procurement processes, regulations (e.g. FAR/DFARS), and contracting vehicles.
Experience in leading medium and large-scale proposal efforts and winning contracts in US Public Sector markets.
Experience with Shipley Business Development Lifecycle or equivalent.
Experience in multiple areas of proposal management, including but not limited to author strategy, proposal strategy, technical documentation, and compliant proposal production.
Preferred qualifications
Master’s degree in technical or business fields or related fields preferred.
Experience using Visible Thread tool
Experience working with programs with federal information handling and security requirements.
Experience in semiconductor technology, semiconductor industry, and broader technology industry partners and customers engaged in semiconductors.
Active U.S. Government security clearance.
