Job Description


The Senior Manager of Customs and Trade Facilitation India will be responsible for working and collaborating closely across all India site stakeholders to ensure to ensure barrier-free trade, establish effective internal controls to protect the Company, optimize trade performance, and reduce our cost to serve. This leader must ensure that the core disciplines of Customs Optimization, Customs Management, and Regulatory Audit are fully implemented to deliver best-in-class customs compliance processes in India that scale. The leader will interface with senior leadership across the company including internal business leaders, legal, supply chain, logistics, finance, external brokers and customs authorities to provide key inputs that inform business decisions and manage, monitor, and improve preventive and detective trade compliance controls. The individual will lead Intel's interactions with India government agencies for defined matters in partnership with Government Affairs.

To be successful in this role, you will be a Trade Compliance professional and demonstrate an on-going curiosity and creativity, balanced with the ability to distill numerous inputs and ideas into meaningful actions and recommendations. The successful candidate will bring excellent technical acumen specific to India trade compliance and regulations, influential interpersonal skills, a strong government network, commitment to cross-collaboration, and customer focus to enable strategic business solutions.

Customs Optimization Responsibilities:

  • Create, implement, and administer customs policy and standard operating procedures in India to expedite cross border transactions while ensuring compliance with India regulatory requirements.
  • Proactively identify and maximize duty optimization opportunities, develop policy and implement procedures in partnership with key stakeholders (e.g. tariff engineering, free trade agreements, duty suspension, duty deferral, exemption programs, etc.).
  • Monitor and interpret changes in India Customs and other cross border government agency regulations, assess impact to business, and develop strategies to address findings.
  • Develop and execute strategies to shape India customs regulations and policy that benefit Intel, partnering with industry, governments, multilateral institutions, and Government Affairs.
  • Identify, analyze, advocate, and build industry coalitions for Intel's objectives and positions on India customs and trade facilitation including work related to customs, tariffs, and nontariff barriers.


Customs Management Responsibilities:

  • Management and oversight of all cross-border operations in India, including site related activities and ensuring compliance related to duty optimization programs (e.g. Software Technology Parks of India, Foreign Trade Zones, Foreign Industrial Zones, etc.)
  • Ensure valuation, classification, origin, and all Customs requirements are fully satisfied to expedite cross border movements and ensure compliance.
  • Management and oversight of Customs brokers, agents, and service providers to ensure adherence to service agreements and compliance obligations.
  • Create, implement, and administer customs broker service provider standard operating procedures to expedite cross border transactions while ensuring compliance with regulatory requirements throughout India.
  • Act as subject matter expert to address shipment specific issue management and escalation as required.
  • Ensure appropriate coordination and consultation with local resources, regional leadership, business units, and other related entities to support site level requirements.
  • Act as primary point of contact for India Customs and Other Government Agency authorities for inquiries and coordinate with key stakeholders on response plans based on nature of the inquiry.
  • Champion the implementation, management, and expansion of Trade Security Programs in India such as AEO.
  • Proactively identify and support India supply chain and customs initiatives, including country expansion strategies, and develop cross-functional relationships at the peer and leadership level.


Regulatory Audit Responsibilities:

  • Develop and maintain an internal control program that demonstrates the accuracy of India Customs transactions, including documenting and implementing internal controls; performing self-testing of customs transactions based on risk; making appropriate adjustments to internal controls; and maintaining an audit trail for all India Customs declarations.
  • Lead and direct all post clearance activities to ensure Intel is appropriately responding to Customs inquiries and submitting post entry corrections in a manner that demonstrates reasonable care.
  • Manage our participation in post clearance recovery programs such as duty drawback, reconciliation, etc.
  • Provide analytical leadership to develop and publish Customs and Trade Facilitation metrics that measure program effectiveness and duty optimization program benefits. Leverage data to continuously improve Customs and Trade Facilitation at Intel.
  • Implement and manage India Customs and Trade Facilitation compliance training in partnership with the Transformation and Collaboration Office (TCO)

Qualifications


  • Bachelor's degree required; Advanced degree (e.g., JD, MBA, etc.) is highly desirable.
  • Expert understanding of India customs regulations and processes
  • Experience communicating with government trade regulators and senior business leaders
  • 10+ years' experience in customs and trade facilitation in India
  • 8+ years' experience with supply chain security processes (e.g. C-TPAT/AEO)
  • Strong working knowledge of duty optimization programs (FTZ, FIZ, STPI)
  • Excellent working level of MS Excel, MS Office, relational databases and ERP systems
  • Problem-solving aptitude with attention to detail and outstanding organizational ability
  • Strong English written and verbal communication skills

Working Model


This role will be eligible for our hybrid work model which allows employees to split their time between working on-site at their assigned Intel site and off-site. In certain circumstances the work model may change to accommodate business needs.
