The scope of our work includes but is not limited to New Wafer Fabrication factories (Fabs), Fab Conversions, Process Tools Install, Infrastructure, and Progressive Build.

The Quality Assurance/Quality Control Manager will be responsible for the Intel site construction quality assurance program and project quality systems to support all areas of semiconductor construction projects. The Quality QA/QC Manager will also provide oversight to Intel's direct contracted 3rd party inspection firms (geotechnical, civil, structural, architectural, mechanical, electrical, and process).

This is an onsite Intel Contract Employee (ICE) position at our campus in Chandler, Arizona and relocation assistance will be provided.

Responsibilities will include but are not limited to:

  • Develop and implement a total and complete Construction Quality Management Plan
  • Develop a 3rd party resource plan to include QAR firm, high purity analytical test firm, Exhaust Test and Balance firm, Special Inspection Agencies, Gas and Chemical system technician team, Life Safety system startup and test team.
  • Develop a total resource cost forecast for all programs on the site and gain approval from all Program Managers and Finance.
  • Review and approve the Design-Builder (DB), Construction Manager (CM), or Multi Prime trade contractors (MP) Quality Assurance Plan (QAP) and Construction Project Execution Plan(CPEP).
  • Respond to and document quality issue notifications to DB, CM, or MP, ensuring onsite construction work conforms to drawings codes and specifications, improving the quality of construction through our 3rd party and/or contracts.
  • Ensure DB, CM, or MP contractors perform to quality assurance plans (inspection checklists, indicator, and non-conformance reports); ensure is meeting contracted metrics and the systems provide Intel management contracted metrics and updates.
  • Ensure the 3rd Party is performing work to Scope of Work (SOW) (individual certifications, fab shop audits, etc.); ensure is performing to budget and is not incurring unnecessary charges.
  • Review 3rd parties Timecards (periodically).
  • Review 3rd Party monthly billing in Tracker.
  • Review Change orders as needed for scope not identified for 3rd parties.
  • Understand contract language and ensure DB, CM or MP is working to the Quality General Requirements
  • Read and Improve SOW's for gaps.
  • Quality management by walking around - Onsite walks to ensure inspectors, DB, CM, or MP and contractors are performing to Intel Master Construction Specifications (IMCS) and contracted documents.
  • Attend QIA (quality incident analysis) when needed.
  • Work/Develop cost reduction efficiencies with trades and project teams and stakeholders.
  • Proactive in mitigating issues before they occur.
  • Quarterly assessment of DB, CM, or MP quality program with identifying issues to be corrected as they occur.
  • Meet with 3rd party teams as frequently as needed based on the frequency of quality issues or at a minimum of every 2 weeks.
  • Ensure quality inspections by either 3rd party or AHJ are robust and are being entered appropriately by the DB, CM, or MP into a tracking mechanism and KPIs are generated and reviewed at a minimum of every month.
  • Able to work with cross-site VF teams to develop and drive Best known methods (BKMS), learnings, efficiencies, and standardization across the Virtual Factory (VF). Report issues that could impact the VF.
  • Build and drive safety culture of caring in every business environment, office to the construction sites, and from front-end planning to construction execution.

Qualifications


You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates. This position is not eligible for Intel immigration sponsorship.
Minimum Qualifications

The candidate must have at least one of the following:

Bachelor's or Master's degree in Mechanical Engineering, Electrical Engineering, Construction Management or similar Engineering degree with:

  • 4+ years of work experience (for a Bachelor's) in Construction Management or Quality Assurance/Quality Control or related technical discipline or
  • 3+ years of work experience (for a Master's) in Construction Management or Quality Assurance/Quality Control or related technical discipline.
  • 7+ years of experience in Construction Management, Construction Quality Assurance/Quality Control, or related field will be considered In lieu of a degree.
