The Customs and Foreign-Trade Zone Manager will be responsible forensuring compliance with Foreign-Trade Zone legal requirements, ensuring barrier-free trade, establishing effective internal controls to protect the Company, optimizing trade performance, and reducing costs.This Manager must ensure that FTZ operator responsibility and supervision requirements are fully implemented and deliver best-in-class FTZ compliance processes that scale.This role will interface with senior leadership at the site including internal business leaders, legal, supply chain, logistics, finance, external brokers and customs authorities to provide key inputs that inform business decisions and manage, monitor, and improve preventive and detective FTZ compliance controls.

To be successful in this role, you will be a trade compliance professional with previous experience managing importation, admissions, and ensuring control of goods in an FTZ comply with applicable government rules and regulations.The successful candidate will bring excellent technical acumen in FTZ trade compliance and regulations, influential interpersonal skills, commitment to cross-collaboration, and customer focus to enable strategic business solutions. 

Customs and FTZ Manager Responsibilities:

  • Establish and implement Intel’s Foreign Trade Zone at our greenfield manufacturing plant, in New Albany, OH and related sites

  • Develop and manage all FTZ and related processes/procedures including operations manuals

  • Act as internal subject matter expert for all issues relating to compliant FTZ operations

  • Oversee daily FTZ operations, including brokers, forwarders, 3PLs

  • Help select and manage FTZ-suppliers and related service providers

  • Prepare and submitinternal and external requirements with regards to compliant FTZ operations including weekly, monthly, quarterly, and annual documentation and forms to U.S. Customs and Border Protection (CBP) and FTZ Board

  • Research and validate foreign vs domestic receipts into the FTZ and validate FTZ data against actual documentation as needed to ensure accuracy of integration and information

  • Manage required FTZ recordkeeping retention program, ensuring that all FTZ records are maintained and readily available for CBP review in accordance with the applicable recordkeeping regulations

  • Continuously analyze, recommend, and effectively present to leadership strategies for making best use of the Foreign-Trade Zone and other improvements to increase efficiency and facilitate FTZ trade compliance processes

  • Perform routine audits of all FTZ operations, including but not limited to customs filings, physical security, inventory control and recordkeeping system

  • Help ensure FTZ training material and required training, including supply chain security training, is conducted for employees

  • Build relationships across multiple teams (Finance/Accounting, Construction, Customs, Logistics, Manufacturing, Purchasing) and work across different levels in theorganization to ensure program objectives are achieved

  • Work with Customs during on site compliance reviews and provide information as required

Qualifications


You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.

Minimum Qualifications:

  • The candidate must possess a Bachelor's degree, or 5+ years of related experience, in lieu of a degree
  • 6+ years of experience working in, or with manufacturing based Foreign-Trade Zone operations
  • 6+ years of experience with U.S. Customs and Import Laws and Regulations (CFR 19)
  • 4+ years of experience working with and communicating with U.S. Customs and Border Protection, and other government agencies
  • 4+ years of experience with zone operations and software


Preferred Qualifications:

  • Bachelor's degree in International Business, Law, Commerce, Business Administration, or a related field is preferred
  • Accredited Zones Specialist (AZS)
  • Licensed U.S. Customs Broker
  • Certified Customs Specialist
  • Experience working in semiconductor or technology sector is a plus
  • Experience working with C-TPAT (Customs Trade Partnership Against Terrorism) and other international supply chain security programs is a plus

Working Model


This role will be eligible for our hybrid work model which allows employees to split their time between working on-site at their assigned Intel site and off-site. In certain circumstances the work model may change to accommodate business needs.
